Lucy Gaffer

Having worked within a district council planning department, Lucy has first-hand experience of how decisions are made, where pressure points are, and what officers look for when assessing applications. This allows her to spot issues early and address them before they escalate.

Lucy’s experience in property spans the residential, commercial, healthcare, retail and community sectors. Having managed consultations, balanced competing views, and produced recommendations, she now utilises this experience to inform how she structures submissions, frames arguments, and engages with decision-makers and key stakeholders.

Lucy is people-focused and builds strong relationships with clients, communities, and consultees with confidence. She enjoys turning complex planning requirements into practical advice, and helping clients turn their ideas into deliverable schemes.

Planning appeals to Lucy because it brings people and places together. She enjoys the challenge of balancing policy, design, and community needs to create developments that improve local areas. It is this collaboration that really motivates her.

Her current projects include local plan promotions, from Call for Sites submissions to Regulation 19 representations, alongside commercial and residential planning applications. She also undertakes planning research and site appraisals, identifying constraints, and unlocking opportunities.
