Leic, lincs, beds and northants 

 

Blaby
The council adopted the Blaby Core Strategy (local plan part 1) in February 2013 and the Local Plan Delivery Document (local plan part 2) was adopted on 4 February 2019.

Blaby District Council held a Call for Sites from 25 March to 7 May 2019 for a new local plan. An Issues and Options Consultation for the Blaby District Emerging Local Plan is running until 30 September 2019. This is to consider three housing growth options.

  • Option A – continue with existing level of housing growth beyond 2029
  • Option B – use standardised methodology
  • Option C – Use the standardised methodology and provide for a share of the unmet need for Leicester City.

The Leicester and Leicestershire Strategic Growth Plan sets out the aspirations for delivering growth in the region until 2050. The plan is non-statutory but will be used as a basis for preparing or reviewing future local plans. A final draft was approved by the members’ advisory group preparing the plan and local councils. Blaby will be required to help meet the unmet need of Leicester City Council in future.

Harborough
Harborough's Local Plan was adopted on 30 April 2019 and under the newly adopted plan, the council will be required to review the Local Plan through:

  • Commencement of a full or partial update of the Local Plan within six months of the adoption of a Memorandum of Understanding or Statement of Common Ground on how to apportion unmet need from Leicester City should there be a significantly greater amount of housing/economic development needed in the district.
  • Where the above is not adopted, the council will conduct a full or partial review of the Local Plan within 12 months of the date of publication of Leicester City’s Local Plan Regulation 19 consultation, providing that it is accompanied by robust evidence of unmet housing need

North West Leicestershire
The North West Leicestershire Local Plan was adopted on 21 November 2017. Policy S1 of the plan states that a review would begin within three months of adoption and this review is now underway.  An Emerging Options consultation ran between 12 November 2018 and 11 January 2019 and responses have been reviewed and a summary published.

North West Leicestershire will be required to help meet the unmet need of Leicester City Council in future. 

Corby 
Corby adopted the first part of the local plan, North Northamptonshire Joint Core Strategy, while the second part of plan, the Emerging Draft Options consultation ran between 2 July and 28 August 2018. A Regulation 19 consultation ran from 5 August to 16 September 2019 with examination sessions expected to commence in summer 2020.

North Northants Joint Core Strategy Review (Part 1) Reg 18 draft is anticipated summer 2021 and a future unitary merger of North Northants with East Northants, Kettering and Wellingborough from April 2021.

East Northamptonshire
East Northamptonshire adopted the first part of the strategic Local Plan, North Northamptonshire Joint Core Strategy. A draft (Part 2) Local Plan consultation was held between Nov and Dec 2019.

Further work is now anticipated to provide additional housing provision that may fall out of the housing trajectory. It is currently anticipated that there may be a potential requirement for up to 500 new dwellings to be factored into the Local Plan Part 2 housing allocations in advance of the Regulation 19 pre-submission consultation in the Spring of 2020 with submission of the Plan in the summer of 2020 and Examination taking place in autumn 2020.

Kettering
Kettering adopted the first part of the local plan, North Northamptonshire Joint Core Strategy. The Local Plan part 2 draft plan consultation took place between 22 June and 3 August 2019 with the plan's regulation 19 pre-submission consultation is anticipated between September and October 2019.

North Northants Joint Core Strategy Review (Part 1) Reg 18 draft is anticipated during summer 2021 and a future unitary merger of North Northants with East Northants, Kettering and Wellingborough from April 2021.

Wellingborough
Wellingborough adopted the first part of the local plan, North Northamptonshire Joint Core Strategy. As there are emerging plans for a North Northamptonshire unitary authority, it is anticipated that there will be a review of the Adopted Local Plan Part 1. The plan for the Borough of Wellingborough (part 2) was adopted on 26 February 2019.

North Northants Joint Core Strategy Review (Part 1) Reg 18 draft is anticipated during summer 2021 and a future unitary merger of North Northants with East Northants, Kettering and Corby from April 2021.

Daventry
Daventry adopted the first part of the local plan, West Northamptonshire Joint Core Strategy and part two of the local plan was submitted for examination on 19 December 2018 and Gareth Wildgoose, BSc (Hons) MSc MRTPI, has been appointed as the Independent Planning Inspector.

Hearing sessions commenced on 11 June and concluded on 27 June 2019 with a Schedule of Proposed Main Modifications and Additional Modifications being put to the inspector. There are no dates for a consultation on the Main Modifications published to date, however this could be during Autumn 2019.

West Northants Joint Core Strategy Review (Part 1), including a call for strategic sites, is open until October 2019 and a future unitary merger as West Northants with Northampton Borough and South Northants will be from April 2021.

Northampton
Northampton adopted part one of the local plan, West Northamptonshire Joint Core Strategy. The emerging Local Plan part 2 has undergone Issues, Options and Sites Consultations and a Regulation 19 consultation ran between 1 May and 14 June 2019 with submission of the plan intended for November 2019. The responses made to the Regulation 19 consultation are currently being reviewed.

South Northamptonshire
South Northamptonshire adopted the first part of the local plan, West Northamptonshire Joint Core Strategy. The emerging Local Plan part 2 was submitted for examination on 22 January 2019 and hearing sessions ran from 11 to 21 June 2019. A list of Main Modifications is due to be finalised by 6 September and the Planning Policy & Regeneration Strategy Committee on the 18 September will consider the Main Modifications prior to commencement of the Main Modifications consultation.

West Northants Joint Core Strategy Review (Part 1), including a call for strategic sites, is open until October 2019 and a future unitary merger as West Northants with Daventry and Northampton Borough will be from April 2021.

Bedford
Bedford Borough 2030 Local Plan was submitted for examination on 14 December 2018 with Malcolm Rivett, BA (Hons) MSc MRTPI, and Anne Jordan, BA (Hons) MRTPI, being appointed to examine the plan. The hearing sessions ran from 1 May until 27 June 2019 and the examination took place in May 2019 and closed in July 2019.

An inspector's letter dated 27 July, sets out proposed modifications and Bedford council published these on 19 August and will run until 1 October, including early review mechanism. The adoption of the plan, subject to outcome of consultation, could be Dec 2019/Jan 2020.

Central Bedfordshire
Central Bedfordshire's emerging local plan was submitted for examination on 30 April 2018. On 26 February 2019 it was confirmed that Mike Hayden the appointed inspector had stepped down and been replaced by Inspectors Matthew Birkinshaw, BA (Hons) MSc MRTPI, and Helen Hockenhull, BA (Hons) B.Pl MRTPI. The hearing sessions commenced on 21 May 2019 and closed on 26 July 2019. They are now awaiting the inspectors’ final comments, but main modifications are anticipated with the possibility of further hearing sessions. 

Luton
On 7 November 2017, Luton Borough Council adopted the Luton Local Plan (2011-2031). 

Luton intend to progress a new local plan in line with the inspector’s recommendations from the adopted local plan. Progress will begin in 2019 with the intention of the plan to be submitted in 2021, but no timings have been specified.

Rutland
A Local Plan review is currently being undertaken.

The draft (Regulation 18) consultation concluded in July 2017 and was followed by an interim consultation on the inclusion of St Georges MOD site and re-distribution of growth closed in Sept 2018.

Regulation 19 consultation (Pre-Submission) is anticipated in January 2020.

South Kesteven
The South Kesteven Local Plan was submitted on 15 January 2019 for examination and hearing sessions ran from 8 till 31 May 2019. Following the examination the main modifications have been agreed with the Inspector and the public consultation on these commenced 30 September 2019 to 11 November 2019. Subject to the outcome of this consultation the Inspectors report is anticipated by December 2019 with the Local Plan being taking to Full Council by the end of January 2020 for adoption.
