HERTFORDSHIRE 

North Hertfordshire

The North Hertfordshire Local Plan for 2011-2031 was submitted for examination on 9th June 2017 with consultation on the main modifications running from 3rd January till the 11th March 2019.

Stevenage

A holding direction was issued on 13th November 2017 on Stevenage's emerging local plan prior to adoption. This was triggered by a request from local MP Stephen McPartland in which he raised a number of issues, including plan policies and supporting text relating to the regeneration of Stevenage train station and town centre.

The council responded to questions asked by the Ministry of Housing, Communities and Local Government (MHCLG) at the start of 2018 and at the end of January 2019, Stevenage Borough Council launched a judicial review into the temporary holding direction on its local plan ‘to address the delay and obtain a clear response from the government.’

East Hertfordshire

The holding direction, which was issued by James Brokenshire on 11th September 2018, was lifted on 12th October 2018, with the Council adopting the East Hertfordshire Local Plan at Extraordinary Council on the 23rd October 2018.

Welwyn Hatfield

A local plan was submitted for examination on 15th May 2017 but following a number of hearing sessions, the appointed Inspector requested more evidence on the scope for additional housing sites to be identified to meet Welwyn Hatfield’s Objectively Assessed Need.This prompted a new Call for Sites, which ran between 7th January and 4th February 2019. Submitted sites will now be reviewed and potential sites will be published for public comment with proposed allocations anticipated to be announced in summer 2019. 

The densities of allocated sites are also being reviewed and examination hearing sessions will resume once this process has run its course.

Hertsmere

A sites consultation was held from October till November 2018 and a draft plan (Reg 19) consultation is expected no later than spring 2020.

Dacorum, Hertsmere, St Albans, Three Rivers and Watford Borough Council have begun work on a Joint Strategic Plan (JSP) for the South West Hertfordshire area.

St Albans

There is an intention for the St Albans Local Plan to be submitted in March 2019, following a local plan publication draft consultation which ran from 4th September until 17th October 2018.

Dacorum, Hertsmere, St Albans, Three Rivers and Watford Borough Council have begun work on a Joint Strategic Plan (JSP) for the South West Hertfordshire area.

Three Rivers

 A potential sites consultation ran from the 26th October 2018 until the 21st December 2018.  Regulation 19 consultation anticipated in summer 2019 with submission by end of 2019 and examination early 2020.

Dacorum, Hertsmere, St Albans, Three Rivers and Watford Borough Council have begun work on a Joint Strategic Plan (JSP) for the South West Hertfordshire area.

Dacorum

A Regulation 19 consultation due early Autumn 2019 with a viability study to be finalised first to help sift through sites. Submission of a plan is anticipated early 2020, EiP Spring/Summer 2020 and adoption of plan anticipated in Q4 2020 / Q1 2021.

Watford  

An Issues and Options Consultation ran between the 7th September and 19th October 2018 and a first draft consultation is anticipated for autumn 2019.  The final draft consultation is anticipated for spring 2020 with submission in summer 2020.

Broxbourne

The emerging local plan 2018-2033 was submitted for examination in March 2018 with hearings sessions taking place between September and November 2018.

The Council has prepared proposed main modifications and a further hearing session is to be held on 11th June 2019. The focus of this session will be whether the Council's proposed modifications will make the plan sound.
