HERTFORDSHIRE 

North Hertfordshire
The North Hertfordshire Local Plan for 2011-2031 was submitted for examination on 9 June 2017 with consultation on main modifications began on 3 January 2019, and ran through to 11 April 2019. - Inspectors letter of 19 August 2019 sets out issues and queries to be addressed by the council anticipating further Hearing Sessions to be necessary and awaits the council’s response on a timetable for their formal response to enable the examination timetable to be revised.

Stevenage
A holding direction was issued on 13 November 2017 on Stevenage's emerging local plan and lifted on 26 March 2019. The Stevenage Borough Local Plan 2011-2031 was adopted on 22 May 2019.

East Hertfordshire
The holding direction, which was issued by James Brokenshire on 11 September 2018, was lifted on 12 October 2018, with the council adopting the East Hertfordshire Local Plan at Extraordinary Council on the 23 October 2018. According to the LDS (agreed on 5 March 2019), the council does not anticipate bringing forward any new DPDs in 2019.

Welwyn Hatfield
A local plan was submitted for examination on 15 May 2017 but following several hearing sessions, the appointed Inspector requested more evidence on the scope for additional housing sites to be identified to meet Welwyn Hatfield’s Objectively Assessed Need. This prompted a new Call for Sites, which ran between 7 January and 4 February 2019. A consultation on sites promoted in the Call for Sites ran from 7 May to 18 June 2019. Hearings will resume in November 2019, with a view to consult on main modification in January/February 2020, with adoption in June 2020.

The Inspector’s letter dated the 8 August 2019, requires the council to revise and bring forward their timetable or force withdrawing the plan altogether.

Hertsmere
A sites consultation was held from October till November 2018 and a draft plan (Reg 19) consultation is expected no later than spring 2020.

Dacorum, Hertsmere, St Albans, Three Rivers and Watford Borough Council have begun work on a Joint Strategic Plan (JSP) for the South West Hertfordshire area.

St Albans
The St Albans Local Plan was submitted on 29 March 2019 and initial questions to the council have now been published. The Inspectors have noted issues in relation to the process for Green Belt review and also matters relating to smaller sites.

The provisional hearing session has been set to take place in Jan/Feb 2020

Three Rivers
A potentiation sites consultation ran from 26 October 2018 until 21 December 2018. The Local Development Scheme is to be updated in October 2019 to postpone the Regulation 19 Consultation until spring 2020 at the earliest, making submission of the plan December 2020 and examination now most likely sometime into 2021.

Dacorum
A Regulation 19 consultation is due in spring 2020 with submission of a plan  anticipated in summer next year.

Watford 
An Issues and Options consultation ran between 7 September and 19 October and the Regulation 18 consultation on the draft plan is now under consultation until 8 November 2019. 

Broxbourne
The emerging local plan 2018-2033 was submitted for examination in March 2018 with hearings sessions taking place between September and November 2018. The Council prepared proposed main modifications and a further hearing session was held on 11 June 2019.  The Council has since published the Sustainability Appraisal of Main Modifications and anticipates a public consultation to open in October 2019.
