Matthew is a Chartered Town Planner with over 14 years’ experience of working within both the public and private sector. He has worked on a range residential and commercial proposals on behalf of estates, house builders and private investors. He has also worked on serval education and other community proposal.

Matthew has experience of providing expert and sound advice on a range of development proposals to private developers, institutions, estates and individuals.  He has coordinated and progressed development proposals through the planning system, is practised in managing the submission of planning applications, pre-applications, local and neighbourhood plan promotions, and where necessary planning appeals.

Matthew joined Bidwells in 2019 to further strengthen the Cambridge Planning Team. Matthew joins Bidwells having worked as an Associate Planner for a multi-disciplinary consultancy in Bedfordshire where he worked on a wide range of planning projects across the Oxford-Cambridge Arc. 

Before joining the private sector, Matthew worked in Local Government.  Including for Hertfordshire County Council’s Estates team, where, as Principal Planning Officer, he led a team responsible for providing planning advice relating to the property portfolio and related service provision. Coordinating local plan responses, commissioning specialist development advice, and making planning applications.

Current projects include:

  • The Varrier-Jones Foundation - Papworth Estate
    Matthew is involved with providing planning advice relating to the property portfolio.  This has involved the appraisal of sites for development, identification of planning strategies, and the promotion of sites through the emerging local plan. 
  • Axis Land Partnerships
    Matthew is advising Axis Land Partnerships in relation to site promotion through the emerging Greater Cambridge Local Plan, Matthew has prepared representations to the Local Plan and coordinating the activities of master planners, and a series of technical surveys and assessments.
  • Lucy Cavendish College
    Matthew is working as part of a multi-disciplinary consultant team to secure planning permission for redevelopment of the Lucy Cavendish College campus in Cambridge. The development will help the College grown and provide facilities to admit and support students from sections of society that are under-served within higher education.
  • Hermes Investment Limited
    Matthew is leading on the preparation of a planning application for a 116 bed purpose-built student accommodation (PBSA) in central Cambridge.  The project includes working closely with senior officers at the Council, consultation engagement, coordinating the application’s submission, and managing the work of sub consultants.
