David has 20 years’ planning experience and has successfully delivered planning permission and land allocations for residential, industrial, leisure and mixed-use development.

David joined Bidwells in 2005 and is a former Chair of the Royal Town Planning Institute East Midlands Region.

As well as leading teams in Planning advice and consultancy, David is also an experienced Expert Witness, having worked on behalf of  numerous developers and housebuilders on neighbourhood plans and site specific matters. 

Bidwells is the only UK property consultancy with offices in all key CaMKOx Arc (Cambridge-Milton Keynes-Oxford) locations and its multidisciplinary teams have long been focused on unlocking the true development potential of land along this emerging corridor.   Working across our Milton Keynes and Oxford offices, David provides expertise to developers and local authorities seeking opportunities in this evolving region. 

  • Clients include house builders, developers, landowners, public authorities and investors
  • Prepares, submits and negotiates planning applications and planning appeals
  • Prepares representations on community infrastructure levy proposals
  • Coordinates the preparation of S106 legal agreements
  • Prepares and implements strategic land promotions including representations to development plan documents
  • Expert Witness at planning appeal inquiries, hearings and development plan examinations
  • Coordination of development briefs and masterplans
  • Coordination of environmental impact assessment
