heritage team continues to grow with the appointment of Steven Handforth

Steven has previously worked as Heritage Estate Manager at the Victoria and Albert Museum and Design and Conservation Officer at Westminster City Council.

The Bidwells Heritage and Design Team, which is part of the Planning Division and works from London and Cambridge, provides a wide range of expertise relating to historic buildings and areas as well as research and design advice.

It has more than doubled in size since launching in 2016, now with eight consultants.


Bidwells’ Head of Heritage, Chris Surfleet, said:

Steven has extensive private heritage consultancy experience providing astute commercial advice that is ambitious yet sensitive to the overall significance of Heritage Assets.

He is well versed in negotiating with organisations such as Historic England, the Victorian Society and the 20th Century Society and is a real believer in the use of negotiation to progress scheme designs to the satisfaction of both the client and local authority.

Steven specialises in quickly determining a site’s significance and then helping to develop schemes that retain the key values of a place whilst maximising their development potential.


Steven has also acted as an expert witness for a number of Public Inquiries on a variety of building types and sites.

The services provided by the team include: Significance Assessments, Heritage Impact Assessments, Heritage Statements, Townscape Appraisals, Conservation Management Plans, Setting Impact Assessments, Advice on alterations and extensions to heritage assets, design advice in relation to Listed Buildings and Conservation Areas, Design & Access Statements in relation to heritage assets, Conservation Area Appraisals, and Expert Witness.
