Bidwells was appointed to support the planning process to ensure the scheme was successfully navigated through planning, and to ensure the necessary construction timetable was achievable through the precise negotiation over pre-commencement conditions.

The development proposals sought to relocate the existing bus station in the centre of the town to a more sustainable location adjacent to the train station. This would allow for the historic site to be redeveloped as part of the town centre's wider regeneration master plan.

What we did


  • Reviewed the submission documents and liaised with the council, project team and wider and key stakeholders through the consultation of the application

  • Advised and facilitated the submission of clarifications

  • Updated and revised information throughout the determination of the application

  • Liaised with the case officer and negotiated the wording of planning conditions, limiting the extent of pre-commencement conditions

  • Advised on the determination of the application via the council's virtual planning committee


  • Permission was granted for a new bus terminal hub with covered walkways and shelters, a new terminal building providing waiting area, café, shop mobility services and toilets and wider highway and public realm enhancements

  • The approved scheme will facilitate a modal shift within the town centre away from the car, by providing enhanced links between public transport modes and access to key services and facilities within the town by foot and cycle

  • The new terminal will enhance the experience of public transport with improved facilities to cater for all, in particular the elderly and disabled
