Bidwells Planning Team was commissioned by Suffolk County Council to undertake a Development Brief for the Shire Hall Complex situated in the centre of Bury St. Edmunds.
The Development Brief is a Planning and Development tool which informs the physical and policy constraints. It sets out principles and opportunities to guide development proposals.
What we did
- The Urban Design Studio was further commissioned to undertake a Character Appraisal to set out the context within which emerging regeneration proposals should develop. Close liaison was undertaken with English Heritage, County Council Archaeology Unit and St. Edmundsbury District Council’s Conservation Team to ensure key conservation and historic issues were taken into account.
- We compiled a development brief for the historic listed building complex, setting out design principles to guide future development. This included the undertaking of extensive consultation with St Edmundsbury District Council and the wider stakeholder team
Negotiated a complex development brief process to secure adoption of development in May 2008 (available on westsuffolk.gov. uk website)
The adopted development brief is a key document for the client to market the site for redevelopment (130 dwellings, hotel/commercial)
We enabled the client to meet its work environment programme to implement and improve service delivery by relocating its area offices to the Public Service Village at Western Way
