Bidwells prepared an Environmental Statement to accompany an application for full planning permission for the construction of 266 residential dwellings and associated infrastructure within a redundant chalk quarry.


What we did

  • Identified the key environmental issues associated with the project.

  • Prepared an Environmental Impact Assessment (EIA) Scoping Report and negotiated/agreed the scope of the EIA with the local planning authority and its statutory consultees.

  • Engaged with the local community and key stakeholders to identify environmental issues to be incorporated into the scope of the EIA.

  • Managed the EIA of the scheme and co-ordinated the production of the Environmental Statement.

  • Co-ordinated, advised and worked closely with the client and the design and technical teams to ensure the EIA process was integral to the development of the proposals to avoid/minimise effects where possible, which was critical in ensuring the project remained financially viable.

  • Identified appropriate mechanisms for delivery and implementation of the mitigation measures through planning conditions/legal agreements.



  • We put forward a robust Environmental Statement, culminating in approval of the scheme at Mid-Suffolk District Council’s Planning Committee with no opposition from the local community.

  • As a result of the detailed environmental information provided with the application, and the significance of the environmental remediation required to the chalk quarry, significant relaxation to planning obligations were secured in order to deliver a viable scheme.

  • The EIA process was an integral part of the project’s development and allowed likely significant environmental effects to be identified to the project team at the earliest opportunity. This resulted in many being avoided or minimised, with the consequence of avoiding expensive mitigation, saving the client and the project money which was critical to deliver a viable scheme.
