Bidwells prepared the Environmental Statement to accompany a hybrid planning application for 850 new homes, new primary school, 10ha of mixed use employment land, a local neighbourhood centre and associated infrastructure.

 

What we did

  • Worked alongside the consultant team appointed by Norfolk County Council for an application to deliver the associated A12/A143 Great Yarmouth Link Road.

  • Managed the Environmental Impact Assessment (EIA) of the scheme and co-ordinated the production of the Environmental Statement.

  • Identified the key environmental issues associated with the project.

  • Prepared an EIA Scoping Report, and negotiated/agreed scope of EIA with the local planning authority and its statutory consultees.

  • Engaged with the local community and key stakeholders to identify environmental issues to be incorporated into the scope of the EIA.

  • Co-ordinated, advised and worked closely with the client and the design and technical teams to ensure the EIA process was integral to the development of the proposals, clearly defining the key parameters against which the assessment was based.

  • Identified appropriate mechanisms for delivery and implementation of the mitigation measures through planning conditions/legal agreements.


Result

  • Bidwells put forward a robust environmental statement, and through consultation on the application, provided further environmental information, culminating in a unanimous approval of the scheme at Great Yarmouth Borough Council’s Planning Committee.

  • This hybrid application secured full planning permission for Phase 1, a development of 150 dwellings, and outline planning permission for the remaining 700 homes, a new primary school, 10ha of mixed-use employment land, a local neighbourhood centre and associated infrastructure.

  • The EIA process undertaken and the consent achieved, now sets the development blueprint for the future development to the largest allocated urban extension in the Borough of Great Yarmouth.

  • The EIA process was an integral part of the project’s development, which allowed likely significant environmental effects to be identified to the project team at the earliest opportunity, resulting in many being avoided or minimised.

  • Phase 1 housing is currently under construction and the A12/A143 Great Yarmouth Link Road was opened in December 2015.
